Offset Benefit & Quality Assurance Directorate

OFFSET BENEFITS & QUALITY ASSURANCE DIRECTORATE is responsible for the review, the submission of suggestions and generally the handling of issues relative to the evaluation of O.B. deriving from military armaments from Defense procurements of the Main Contracts, the preparation, signing and monitoring of referenced O.B. Contracts until their fulfillment, as well as the definition and the enforcement of quality assurance provisions of the under procurement military materials and the execution, in collaboration with the General Staffs, of the necessary operational tests of the under procurement systems and devices.

In OB&QAD are existed and operated the following sections that are non Organizational Business units:

a) O.B. Contract Section, within which functions three non Organizational Business units designated as offices of O.B. Contract Office/HELLENIC Army (HA), O.B. Contract Office/Hellenic Navy (HN) and O.B. Contract Office/Hellenic Airforce (HAF). Within the department responsibilities are the evaluation of O.B. proposals and the preparation and the signing of the O.B. Contracts.

b) O.B. Contract Monitoring Section, within which functions three non Organizational Business units designated as offices of O.B. Contract Monitoring Office/HELLENIC Army (HA), O.B. Contract Monitoring Office/Hellenic Navy (HN) and O.B. Contract Monitoring Office/Hellenic Airforce (HAF). Within the department responsibilities are the monitoring, in collaboration with the General Staffs and the other Directorates, the normally and timely execution of O.B. Contracts and the crediting of O.B. transactions.  

c)      Offset Projects and Quality Assurance Section, within which functions four non Organizational Business units designated as offices of Quality Control and Policy, Cooperation with external and internal bodies, Control of Quality Data and Quality Assurance Groups Administration. Within the department responsibilities are:           

aa)    Methods and procedures for the quality assurance of purchased items and materials in cooperation with national and international organizations and agencies.

bb)    Implementation of quality certification procedures after the contract countersignature and during product realization. Execution of operational tests in cooperation with military staff related to the purchased product.

cc)    The management of Quality Control & Testing Centres, Quality Assurance Group and Cost Control Groups.

d)      Greek Added Value Section, within which functions two non Organizational Business units designated as offices of GAV Calculation and GAV Certificate. Within the department responsibilities is the GAV calculation of domestic production materials.

e)      The Codification Department, within which functions three non Organizational Business units designated as offices of Defence Equipment Codification, NATO Coding Monitoring Office and Initial Services Material Codification. Within the department responsibilities are:

aa)    The codification of defense material at national level and the coordination of Codification Agencies activities for the three branches of the Armed Forces.

bb)    The follow-up and implementation of NATO Codification System according to NATO procedures (NCB-NATO ACodP-1).

f)       The Department of Standardization & Technical Specification, within which functions two non Organizational Business units designated as offices of Technical Specification Compilation and Coordination with National & International bodies. The department in cooperation with the General Staff for the three branches and the standardization authorities is responsible for:

  1. The standardization of material and resources
  2. The identification of related category items and the development of technical specifications
  3. The issue of technical specification catalogues for each branch of the Armed Forces.
