The Department for the Management of European and Developmental Projects is responsible for the coordination of actions pertaining to the development and submission of proposals on monitoring, control and general administration of the sum of projects carried by the MoD with external funding. The Department is the final beneficiary on behalf of MoD agencies which do not meet the required standards of certification as final beneficiaries.
The Department consists of the following sections:
A. Planning and Coordination section, which encompasses the Planning and Quality office and the Communication office, both of which do not constitute separate organizational units. The section studies, proposes and manages issues that apply to:
1.collecting and registering the development needs of the General Staffs of the Armed Forces and the other administrative bodies of the MoD.
2.preparing project implementation planning and coordinating individual actions.
3.monitoring the plan for the European financial framework and the axes of the developmental strategy of the MoD.
4.formatting the strategic program for the developmental planning of the MoD.
5.gathering the necessary information material on the conditions and procedures for the implementation of projects and creating communication and assessment standards.
6.monitoring, reporting and standardization of operating procedures, as well as their evaluation and quality assurance.
7.presenting and promoting potential and ongoing projects.
8.supervising the promotion and communication, execution and monitoring of publicity actions concerning projects, by issuing information material and organizing relevant events for the dissemination of information to stakeholders.
9.the overall design of regional development projects and execution of any additional tasks within the section’s scope of mission.
B. Administrative Support section, which encompasses the Legal Advice office and the Organizational Support office, both of which do not constitute separate organizational units. The section studies, proposes and manages issues that apply to:
1.the institutional framework for managing and monitoring projects, according to national and EU legislation.
2.formatting the central knowledge base and monitoring the integrated information system.
3.the operation of the Department’s computer network and electronic facilities, like virtual cooperation rooms, digital libraries et al.
4.the electronic submission of forms and proposals.
5.indexing calls and programs.
6.clerical assistance, mail handling, monitoring issues concerning personnel and translational services required according to the needs of the Department.
7.executing any additional tasks within the section’s scope of mission.
C. Project Management and Implementation section, which encompasses the Co-funded Projects office and the Innovation and Entrepreneurial Activity office, both of which do not constitute separate organizational units. The section studies, proposes and manages issues that apply to:
1.projects financed by EU funds, national plans, from Public – Private Partnerships and any other form of co-funding.
2.procedural issues of integration, management, monitoring, implementation and evaluation of project results.
3.providing financial advisory services.
4.managing technical assistance.
5.promoting the research activity in the Armed Forces and MoD research centres.
6.the operation of MoD agencies in regard to service to others.
7.the assessment of business plans from the Conscript Innovation competition.
8.supporting transfer of expertise gained from projects, proposing cooperation with international organizations and executing any additional tasks within the section’s scope of mission.
