Given its geo-strategic location and as a member of international organizations, Greece develops military diplomacy to promote and maintain good relations, establish constructive cooperation and resolve potential problems and disputes with peaceful means. More specifically, military diplomacy is exercised within the framework of:

  • The European Union
  • NATO
  • The United Nations
  • The Organization for Security and Co-operation in Europe (OSCE)
  • The Balkans
  • Eastern Europe
  • The Middle East and the Mediterranean

 

In the framework of the EUROPEAN UNION Greece:

  • Supports the effort for a common European defence policy.
  • Participates actively in the European Union developments and pursues substantial participation in the planning and decision making bodies.
  • Considers that the Euro-Mediterranean dialogue constitutes a catalyst for the development and stability in the broader region and paves the way for the establishment of institutional security relations.

 

In the framework of NATO Greece

  • Participates actively in activities, exercises, procedures and decision making mechanisms of the Alliance, with a view to the protection and furthering of our national interests.
  • Supports its evolution into a common security organization, under the condition that the balances are preserved and reinforced, as a guarantee of stability and peace in the sub-regions of the Alliance, namely in its South Eastern Wing.
  • Brings forth the geo-political importance of the Greek region in the allied planning framework.

 

In the framework of the United Nations Greece

Considers that the UN's interventions are positive and conducive to the preservation of peace and the allocation of humanitarian aid. Therefore, it participates actively in the composition of the forces which serve such purposes.

 

In the framework of the Organization For Security And Co-Operation In Europe (OSCE) Greece

Supports the transformation of this organization into an instrument of conflict prevention and crises management.

It is well known that in the context of the above organization, on the 26th of September 1998 an agreement was signed by the Ministers of Defence of the Balkan countries, during the summit in FYROM, for the establishment of a Multinational Peace Force in South Eastern Europe (MPFSEE). This Force aims at conflict prevention and the undertaking of peace-keeping missions. The first complementary Protocol was signed in Athens on January 12, 1999 and the second in Bucharest on November 30, 1999.

 

In the Balkans

  • Our defence diplomacy is being developed on the basis of the promotion and maintenance of good relations, on constructive cooperation and on the resolution of problems and disputes with peaceful means. Our objectives lies in :
  • The bilateral defensive co-operation between Greece and Albania, which is grounded on the respect of the existing boarders and the Greek minority human rights. Moreover, the Greek authorities endeavor to complete the procedures for the monitoring of the Albanian financial refugees in Greece, so that criminality is efficiently confronted, in co-operation with the Albanian authorities.
  • The support of the international community actions to conclude the implementation of the peace-keeping agreement in Bosnia -Herzegovina, and its persistence to the peace-keeping process for Kosovo.
  • The preservation of good bilateral relations with the Former Yugoslavian Republic of Macedonia (FYROM), while making every possible effort to eliminate issues with underlying territorial claims against our country.
  • The promotion of a close defensive co-operation between Greece and the rest of the Balkan countries, which may extend to the conduct of common exercises of the Armed Forces.
  • The assumption of a substantial role for the promotion of PfP procedures (Partnership for Peace) in the Balkan countries.
  • The preservation of close financial, political relations with the Balkan countries, and under certain conditions cooperation in the defence sector.
  • The approximation of the Balkan countries to the European reality.

 

In Eastern Europe our military diplomacy

  • Aims at the development of military co-operation with Russia, the Black Sea countries and Transcaucasia in matters of defence industry, training and know how exchange.
  • Develops bilateral defence partnerships and observes the political relations status with these countries.
  • Considers that the cooperation relations among Russia, Ukraine, the Eastern Europe countries and the European Union, NATO and the USA confirm the wide spectrum of changes in security issues and create the requisite conditions for the reinforcement of Euro-Atlantic partnership and the promotion of the European and universal security and stability.
     

In the Middle East and the Mediterranean Greece's military diplomacy

  • Pursues a defensive cooperation with the countries of the Middle East and the Arabic countries of the Mediterranean, the countries of the Persian Gulf and the Arabian Peninsula on multiple issues such as the training of high-ranking officers, defence industry and exercises.
  • Promotes and supports initiatives and actions for the preservation of peace, the restoration of mutual trust, the containment of armaments, the development of partnerships among countries and the consolidation of stability and security in the region.
  • Supports the Hellenic naval and air-force presence especially in the Eastern Mediterranean.
