Determination of the number, and the selection, training and allocation criteria for scientists selected to serve as Potential Reserve Officers by decision of the Deputy Minister of National Defence Giannis Kefalogiannis

By decision of the Deputy Minister of National Defence, Mr. Giannis Kefalogiannis, the number of scientists selected per Training Series and per service to perform their mandatory military service as Potential Reserve Officers is determined as follows:

a) At the Hellenic Centre for Defence Innovation (ELKAK): Five (5);

b) In Branches and services under the Hellenic National Defence General Staff (HNDGS): Six (6), of which at the Research Centre for Technological Development and Innovation (KETAK): Three (3).

Scientists shall be selected to perform their mandatory military service as Potential Reserve Officers in the above services, at their request, provided they meet the following criteria:

  1. they hold a PhD Degree in any of the following fields: aa) Information Technology, ab) Engineering and Aeronautical Engineering, ac) Marine Engineering, ad) Electrical Engineering and Computer Engineering, ae) Chemical Engineering, af) Emerging Technologies – Artificial Intelligence – Robotics, ag) Economics and Business Administration, ah) Biology – Molecular Biology and Genetics, ai) Automation Engineering, aj) Applied Mathematics and Physics, and aj) Emerging Technologies Engineering;

  2. They have the required level of physical fitness (I2 or I2).

Where there are several scientists, who meet the above criteria and wish to serve as Potential Reserve Officers, selection shall take place by reasoned decision of the Director of HNDGS F’ Staff Directorate on the basis of the following criteria in order of priority: a) Research experience or experience in the establishment and operation of technology start-up companies, upon completion of their PhD thesis; b) Relevance of the PhD thesis subject to the requirements of the posts that they are about to occupy.

Scientists, who wish to perform their mandatory military service as Potential Reserve Officers, are required to produce any supporting document at the time of their enlistment to establish that they meet the aforementioned criteria. The supporting documents shall be collected by the Enlistment Centres or the Conscripts Reception Centres (SYPO) and duly submitted to the Hellenic Army General Staff (HAGS) for completeness check and subsequently, to HNDGS/F’ Staff Directorate for evaluation, in collaboration with the Hellenic Centre for Defence Innovation (ELKAK) and the Armed Forces research centres for the purpose of allocating scientists to the relevant services. The administrative acts regarding selection shall be issued by HAGS.

Upon completion of basic training, scientists shall be designated as Electronic Warfare Signals Potential Reserve Officers and HAGS shall provide for their assignment to designated services by the HNDGS/F’ Staff Directorate.

After being assigned to the services, they shall be seconded to the Signals School for intensive military training of ten (10) days in length.

Details with regard to the designation, oath-taking, training and promotion procedure for Potential Reserve Officers are set out in HAGS orders.

It should be noted that the above decision entails no expenditure under the national budget.
