Letter of Intent signed by Defence Minister N. Dendias and the Defence Ministers of Romania A. Tilvar and of Bulgaria A. Zaprianov, regarding the establishment of a Military Mobility Corridor

July 11, 2024

The Minister of National Defence, Nikos Dendias, co-signed on the night of Wednesday 10 July 2024, a Letter of Intent (LoI) for the establishment of a Harmonised Military Mobility Corridor, with the
Ministers of Defence of Romania A. Tilvar and of Bulgaria A. Zaprianov. The signing took place in the margins of the NATO Summit in Washington, the works of which are joined by Mr. Dendias, accompanying the PM Kyriakos Mitsotakis.

The signing of the letter underlines the interest of the three countries for the establishment of a military mobility corridor which aims, among other things, at promoting cooperation between Greece, Bulgaria and
Romania, in the context of a mutual network for the support of NATO Logistics.

The Letter of Intent refers to road and rail corridors, and to the upgrade of infrastructure and networks in regions such as Thessaloniki and Alexandroupolis.

The said support aims at the unhindered and timely development of allied military powers, by implementing unified regulations and procedures in parallel, so as to facilitate cross-border military cooperation in
transports.

The Letter of Intent also aims at the coordination of the efforts of the contributing countries, regarding the Military Mobility, and the establishment of a corridor network between the participants, as they align in four fields:

1. Cross-border movement.

2. Coordination of the utilised means of movement.

3. Interoperability and intelligence.

4. Development of infrastructure.

The importance of Military Mobility is also underlined in the Joint Declaration of the Prime Ministers of Greece, Bulgaria and Romania, signed on October 9, 2023, in Euxinograd.

The establishment of the said Corridor also follows the signing of a Letter of Intent for the extension of the NATO Pipeline Network towards the East Flank of the Alliance, by the Defence Ministers of Greece, Bulgaria and Romania, in October 2023.

In addition, it contributes to the strengthening of the Alliance’s East Flank deterrence capability, and adds to a series of activities which upgrade the role of regions such as Thrace, for the safeguarding of stability and peace in the area.

Following Mr. Dendias’ proposal, the three Ministers of Defence will have a trilateral meeting next fall in Alexandroupolis, during which they will discuss the best methods for the implementation and materialisation of the intended objectives in the Letter of Intent.

The Minister of National Defence also attended, in the early morning hours today (11/7/2024), a dinner hosted by the US Secretary of Defence Lloyd J. Austin III, for the Defence Ministers of NATO m-s, who participate in the NATO Washington Summit.
