Ministry of National Defence Bill “Roadmap for the Transition of the Armed Forces into the New Era” on Online Public Consultation

On Thursday, 20 November 2025, an online public consultation was launched (https://www.opengov.gr/mindefence/?p=7457) on the Ministry of National Defence Bill entitled “Roadmap for the Transition of the Armed Forces into the New Era (career and career progression for officers, career NCOs, and Professional Soldiers of the Armed Forces, Armed Forces military personnel pay reform, reorganisation of the academic education of the Armed Forces, conscription of Greeks, voluntary enlistment of females, and other provisions)”.

The consultation will end on Friday, 5 December 2025, at 09:00.

The Bill, which complements the set of policies implemented within the framework of the “Agenda 2030” for Armed Forces personnel, had been presented by the Minister of National Defence Nikos Dendias and approved by the Cabinet meeting of 30 September 2025 under Prime Minister Kyriakos Mitsotakis.

In particular, the Bill consists of six main Parts.

The first rationalises the career progression framework of Armed Forces personnel in order to enhance meritocracy.

The second introduces a pay reform in order to improve their income and acknowledge their contribution.

The third modernises and integrates provisions related to the service status of all Armed Forces personnel.

The fourth part includes provisions related to the reorganisation of the academic education of the Armed Forces and aiming at the conversion of Career NCO Academies into higher education institutions.

The fifth part amends the legislation on the conscription of male Greek citizens, increases the operational readiness of reservists, creates the Active Volunteer Reservist institution, and allows the voluntary enlistment of female Greek citizens for armed military service.

The sixth part includes miscellaneous provisions on matters related mainly to military justice, Armed Forces personnel, and the increase of enlisted soldier pay.
