With regard to the announcement by the Municipality of Athens, the Ministry of National Defence points out the obvious:

The care under the law for the Tomb of the Unknown Soldier consists in ensuring that it conforms with the purpose for which it has been established. Under article 102 of the Constitution, responsibility for cleanliness lies with Local Authorities. Woe betide us it the responsibility for cleanliness fell under the Constitutional mission of the Armed Forces! That is not their mission.
