The munitions to which the publication of “Efimerida ton Syntakton” refers are smoke generating and not incendiary.

They are used with the purpose of creating a smoke screen, in order to restrict observation capabilities and provide cover and distraction for the free movement of tanks, not as incendiary, anti-personnel fire.

In Protocol III of the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons, it is defined that there are restrictions in the use of incendiary munitions against civilians. It is explicitly stated in the Convention, that smoke generating munitions are not classified as incendiary.
