The Bill of the Ministry of National Defence “Roadmap for the Transition of the Armed Forces to the New Era” tabled in the Hellenic Parliament

The Bill of the Ministry of National Defence, titled: “Roadmap for the Transition of the Armed Forces to the New Era” (career and development of Officers, NCOs and Professional Conscripts in the Armed Forces, salary arrangements for the military personnel in the Armed Forces, reorganisation of education in the Armed Forces, conscription of Greeks, voluntary service for women and other provisions)” was tabled today, Monday 15 December 2025, in the Hellenic Parliament.

The Bill, which completes the series of policies being carried out in the framework of the “2030 Agenda”, had been presented by the Minister of National Defence Nikos Dendias, and approved by the Ministerial Council, which conferred under Prime Minister Kyriakos Mitsotakis, on 30 September 2025.

The Bill aims to:

a) rationalise and improve the career framework of the Armed Forces personnel and reinforce meritocracy in their promotion,

b) introduce new pay adjustments for the personnel of the Armed Forces,

c) modernise and unify adjustments concerning the status of personnel.

d) upgrade the operation of the Armed Forces military academies,

e) provide the recruits comprehensive training for the best possible defence of the country, provide a certified educational programme for labour market relevance, as well as increase the staffing of the services of the Armed Forces, and especially those stationed in borderline regions and

f) increase the reservists’ operational readiness.

The Bill’s Scope is:

a) to institutionalise established posts for the Officers of the Armed Forces by Branch, origin, rank, and category,

b) to restructure the composition of the Officers Evaluation Boards,

c) to restructure the requirements for Officers remaining in each rank,

d) to establish new ranks for career NCOs in all Branches and for the Joint Corps of the Armed Forces,

e) to carry out promotions exclusively to cover vacant established posts of senior ranks,

f) to establish new Professional Soldier ranks, as Special Provenance NCOs,

g) to regulate the requirements and the process for service transfers of career NCOs, Higher Career NCO Schools graduates to the Officers corps,

h) to restructure the basic salaries and pay rates of the Armed Forces personnel, connected to years of service and their category of origin,

i) to create salary levels per origin category, wherein the gradual evolution of their salary is reflected, according to the new ranks,

j) to uniformly arrange matters concerning the status of Officers and Career NCOs, and the clear distinction of their status into main and additional,

k) to establish a Joint Command of Academic Education (ΔΙΔΑΕ), and determine its responsibilities and instruments,

l) to ensure cooperation of the Hellenic National Defence College and the Supreme Joint War College with Higher Education Institutions and Higher Military Education Institutions for drawing up Curricula of Postgraduate Studies,

m) to arrange matters concerning compulsory national service,

n) to restructure conscription legislation and particularly the adjustments concerning conscription deferment to students of secondary or higher education, the grant of deferment to permanent residents abroad and the evaluation of the recruitment capability of mental condition patients,

o) to determine the framework of conscripts’ training,

p) to determine the procedure of educating recruits at the Armed Forces’ Lifelong Learning Centres,

q) to determine the framework of conscripts’ placements and transfers,

r) to arrange matters of retraining the reservists and establish the institution of the active volunteer reservist,

s) to institutionalise voluntary service of women,

t) to provide incentives to draft evaders to enlist in the Armed Forces, until 31.12.2027,

u) to arrange matters of health inspection and discharge of Professional Conscripts, and

v) to arrange matters pertaining to Military Justice.
