The Directorate of Coordination and Management of Civilian Personnel Affairs is responsible for the management and coordination of all activities in connection with:
a) the exact and complete mapping of the civilian personnel’s status.
b) the identification of needs for the design of the civilian personnel’s education and training policy.
c) the design for the implementation of the appropriate actions for the improvement of the civilian personnel’s working conditions within the MoD.
d) the monitoring of the evaluation and development – both quantitative and qualitative – of the civilian personnel.
e) the establishment of collective bodies, relating both to the management of official employee matters and to matters on the implementation of actions within the framework of the Administrative Reform and the welfare for the civilian personnel.
Department of Civilian Personnel Administrative Support
The Department of Civilian Personnel Administrative Support has the following tasks:
a) Processing and monitoring all administrative matters pertaining to the civilian personnel in connection with the legal, regulatory and institutional framework of civil servants.
b) Examining proposals on matters pertaining to the status of the civilian personnel, submitted by the Civilian Personnel Directorates of all three (3) General Staffs to the General Secretary for approval, so that they can be brought before the competent internal staff councils.
c) Coordinating matters that are being forwarded by the General Staffs to the Minister of National Defence involving in any way whatsoever the civilian personnel, at the time of their countersigning by the General Secretary.
d) Coordinating and cooperating with the competent directorates of the General Staffs on structure reorganization issues of the MoD and the General Staffs, to the extent that these affect or amend the provisions on statutory posts and positions of responsibility of the civilian personnel
e) Processing, drawing up and forwarding the regulatory acts pertaining to the status of non-permanent staff members, special advisors and experts, journalists, as well as transferred staff members from other public services to the bureaus of the Minister, the Alternate Minister, the Deputy Minister and the General Secretary, in accordance with the relevant applicable provisions.
f) Conducting inventory of the personnel indicated in par. e, in accordance with the instructions provided in circulars issued by the competent Ministry each time.
g) Issuing certificates of prior employment for the personnel indicated in par. e.
h) Providing administrative support and dealing with administrative issues pertaining to the personnel of the Directorate of Coordination and Management of Civilian Personnel Affairs.
Department of Education / Training Policy Design for Civilian Personnel
The Department of Education / Training Policy Design for Civilian Personnel is responsible for:
a) the coordination of the Civilian Personnel Directorates of all three General Staffs for the implementation of educational and training actions.
b) the detection and identification of educational needs, through the development and use of educational tools and certified actions, as well as the collection, analysis and systematic processing of data on the sociodemographic characteristics of the civilian personnel.
c) the design, coordination and submission of proposals of certified training and educational programmes for the civilian personnel, in cooperation with the competent authorities.
d) the coordination and the proposal of educational programmes required, in cooperation with the General Directorate of Financial Planning and Support (GDFPS), to be submitted for approval by the Minister of National Defence, as well as any potential cooperation with entities implementing educational programmes.
e) the collection of statistical data for the participation of the civilian personnel in training programmes on a semiannual basis.
Department of Civilian Personnel Welfare
The Department of Civilian Personnel Welfare is responsible for:
a) the establishment and the appointment of members of the Internal Staff Councils of all three (3) General Staffs and the Disciplinary Boards (primary and secondary) for MoD employees, as well as any other collective body provided for in the legislation on civil servants.
b) the coordination of the election procedures for elected members of Internal Staff Councils.
c) the coordination and monitoring of the implementation of the disciplinary procedure by the Civilian Personnel Directorates, in case of disciplinary offenses committed by MoD employees.
d) the submission of proposals and the handling of issues on disciplinary matters dealt with by the General Secretary.
e) the collection, processing and submission of contributions on proposals submitted by union bodies and MoD employee unions involving welfare matters for the civilian personnel.
f) the coordination of joint actions of the General Staffs and taking of initiatives in connection with the improvement of working conditions, as well as the implementation of welfare measures for the civilian personnel, upon the submission of relevant proposals to the General Secretary.
Department of Secretarial Support
The tasks of the Department of Secretarial Support are to handle the correspondence of the Directorate of Coordination and Management of Civilian Personnel Affairs, as well as to keep a general and electronic register for incoming and outgoing mail.
